Primary schools should emphasise on English and Mathematics because the overall students’ performance in these subjects were comparatively lower than Dzongkha, according to a competency-based assessment test (CBAT) for grade III students.

Following criticism and reports on the country’s assessment system, which found that a majority of students were unable to understand the core concepts and apply knowledge to real-life situations across grades and subjects, the Bhutan Council for School Examinations and Assessment (BCSEA) initiated the year-end testing as a CBAT for Class III and VI as a standards-referenced system.
