    I’m totally frustrated now, i want our system to be worked systematically, our boss are being paid high of everything like DSA, Milage rates ect. and even they eat all the impress bills,,but the work load they carry is minute as compare to other sub-ordinates staff(S level).
    To be frank all the work at regional level are done by S level staff under compulsion of Boss.
    To be frank S level staff work more but earn less, and with afraid of boss they sign fake impress bills where at the end boss enjoy the impress money alone.
    Sub-ordinate staff under boss are afraid not because boss are very huge but they are afraid because boss will not give good remarks in promotion form, never give chance to attain training or workshop at any cost and even they will cut-off all the TADA of sub-ordinate staff. So, they have to sign fake impress bill. Some times boss leave office more then two to three months enjoying with impress bills doing ash with young ladies….playing cards…..staying days and week a hotel room….at Phuentsholing or Thimphu. When their account get NIL they borrow some cash from friend and make calls to subordinate staff to keep ready of all the impress bills. At the end when impress bills get deposited into their account they firstly delete all the mails from official mail box so that other staff will not know how much amount being deposited into his account, even if we call to accounts section to get inquiry they mouth is being closed by some amounts paid by boss.
    There are many boss in our Bhutan who actually got Good relation with Accountants and HQ staffs but they are killing innocent staff working under him,,
