i am a small business men, i brought some goods from Jaigaon India and honestly went to declare, i made the declaration and went to custom for verification, the custom checked the goods and found it was written made in china. than i was asked to pay penalty and had to declare the goods with sales tax and custom duty.

why the goods had to be declared in third country when it is brought from india?
why people are penalised for declaring goods as brought from india when they did not know that there is a procedure to declare those goods as third country, isn’t it the responsibility of custom official to educate the tax payer if the mistake has been made than to penalise for not knowing?
