Please read today's Kuensel. Long awaited civil servant's pay revision is disaster with non-civil servants getting the hike. After all civil servants are not getting much. What is happening????

Yes after reading the kuensel it is very clear why the salary raise could not take place.pay commission did not keep anything for the civil servants because by the time money was shelled out for the upper rung members there was nothing left for the civil servants.thank god i am not a civil servant.But i am a butanese citizen and i want to say here that the pay commission did a very shameful job.

I am wondering why now MoF should study the proposal as the Secreatry of MoF is aslo a member of Pay Comission. Does it mean that the pay comission not considered the resources availability before?

I fell that pay revision of 77 to 40% shall be easily approved by cabinet and Natinal Assemby coz thier revision is fat?

On the other hand do the proposal submitted by Pay Comission have to Go to National Assembly or it can be approved by Cabinet?

I am now pondering over the objective of setting up pay commission: pay rise for civil servants or the parlimentarians? I now get the feeling that DPT members will draw the money into their pockets as much as possible while they are in the power for 5 yrs.

The Priminister's statement that the pay rise should be not more than 10% difference between the highest and the lowest. But now, from the calculations, it is not 10% but 84%.

Lets see the calculations: lowest rank pay, Nu. 6000/-(assumption) with 40% will get Nu. 8400/-

Taking the increased pay of parlimentarians from kuensel, Nu. 95333/-
Calculation=
(8400/103900)*100= app. 8%, compared to 92%. The difference is now 84%.

I don't know how pay commission calculates, but my calculations gives this differences. I hope my calculations are wrong, so the difference is not 84% but 10%.

At the outset, the pay commission have to define the term "civil servants". Are these lot of people who will be enjoying the pay hike civil servants? did proposal was termed as the pay hike for the bureaucrats? do they fall under the civil service? all these questions and many more needs to be answered before finalising the pay hike. by using the name of civil servants, the senior bureaucrats and politicians are going to enjoy the hike.

please dont add fuel to the fire. if pay hike doesnot benefit the lower and middle civil servants, whats the use? the substantial hike for the Lyonpos, MPs, Drangpons, Directors, Secretaries and for senior bureaucrats are like bhutanese saying "Chhu yoe sa Chhap". and again they are paid high percentage for allowance. what for? if pay hike is not beneficial to the proper civil servants, better not raise it, but better control the inflation in town. we will see how DPT dominated MPs respond to the pay commission's proposal in november assembly. the result of the pay hike will determine the number of votes for DPT in the next election.

You are absolutely right that the pay revision proposed by the Pay Commission is a disaster in the making. Only the top brackets, meaning Secretaries and above are going to benefit. The lower income group will hardly get anything. If this proposal is accepted and passed by the Parliament, there will be many sad people in the country. But our PM is a very wise man and we are sure he will reverse the proposal. But it is pathetic on the part of the Pay Commission members to have worked out a scheme benefitting themselves and giving little thought to other civil servants.

It is not that our country does not have the money, our country is having enough money.

I would like to justify this as the civil servants in higher grade who earns high salary at this time will get this higher pay hike. If the DPT government pay like this, this means the out country is having enough money just to pay the salary of the civil servants.

I would like to put the fillowing question?

1. Will the non-civil servant or the civil servants who earns high salary eat the meals made from gold?
2. WIll they sleep on a gold coated bed?
3. Will they buy aeroplane to use it as transport facilities?
4. Will they wear a blanket of gold to cover their body?

I guess they will do all these as a poor other civil servants or poor farmer.
For example, if one of the non-civil servant or the civil servants who earns high salary rented a house in the town cost Nu. 8000.00, the proprietor will not reduce to the lower civil servants thinking that we earn less money
Even if we go to purchase grocessory items, the cost for high or low, non-civil servant or the civil servants, will be same

SO WHERE IS EQUITY AND JUSTICE, DRANYAM DANG DRANDEN. Come on DPT government, think a lot and do something before it is too late

The civil servants had swept the voting process all over the country only for one reason that is pay hike. They are not indeed faithful to the government. Once upon a time in Rome, during Augustus as the leader, bureaucrates had worked only for pay and thus great great down fall took place in Rome. That will so happen in Bhutan. Why pay hike, people are living like princes and princesses. The reason is simply they want more than what they need. They own alto but need Prado. They own TV but need flat LCD screen. So, when to fulfil the desire? There should be limit and cost effective. Every body talks about GNH but acts with more desire. These 2 elements will never match and pursuing GNH would be futile.
I am afraid, that peace and tranquility in the country will slowly diminish.
GNH will become a joke.

Corruption, selfishness etc. are ingrained in the blood of most Bhutanese, if not all. There are only handful of people serving the nation selflessly and with dedication.

I always thought that the pay rise will be for the civil servants. In fact Prime Minister himself said that civil servants are less paid and deserves pay increase. Of course i don't mean that no one other than the civil servants should not get pay but with this huge disparity, civil servants are most affected and less benefited.

To me it does not make sense to increase salaries for Prime Minister, cabinet ministers, MPs and other constitutional post holders by a huge percentage.

The MPs are already paid a lot and in addition, they got a lump sum take home vehicle allowance of Nu.700,000.00, drivers allowance and many other perks.

What went wrong with the Pay Commission and our policy makers? I think its time that we stand up and voice our frustrations. Why don't we stand up and protest against such a flawed proposal?

It seems that all the people are after all greedy and self-centered.

Pay hike news is ....really a huge disappointment for 18000 civil servants (if it really comes through). At this juncture, ACC should investigate on the role and ToR role of 'Bogus Pay Recommendation of the 'Pay Commission'. We feel...that pay hike was never meant for the political appointees (PM, MPs, NCs). The Pay Commission was supposed to only work for the pay revision of the civil servants in Bhutan.

But why it that this very tabled objective is completely turned around, benefitting most the political MPs.

Well.... Bhutan's democracy is no doubt a 'unique democracy' without democratic rights of its citizens. It is really a sad and timid democratic system without strikes.

DPT GOVERNMENT IS REALLY AIMING TO MAXIMISE THEIR PERSONAL AND PARTY PPROFITS WITHIN NEXT 4 YEARS AND NEVER TO COME BACK AGAIN.

DPT WILL SURELY DIE A NATURAL DEATH.

WHO WILL LOSE THEN BUT..IT IS THIS KINGDOM OF BHUTAN. NOT 18000 CIVL SERVATNS.

BECAUSE PEOPLE HAVE MADE A WRONG CHOICE OF THE GOVERNMENT.

PAY HIKE PROPOSED BY PAY COMMSSION IS.... A NATIONAL DISASTER FOR BHUTAN !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!??????????????????????

If the statement in the KOL is correct, it is no doubt that Pay commission has done very shameful work. If they have understood the real situation, proposal should be otherwise, 77%for the lower level and the 40% for the higher level so that we could close the high pay gap already existed in the system.

I am in a doubt that this type of proposal would motivate the bulk of civil servant and enhance their service delivery to the public. I am 100% sure that there will be big criticism from the people since the lower rank civil servants beloging to rural people is highly affacted. To make the matter worse, if the cabinet and the NA is not ready to reverse it , BHUTAN is not starting the right Democratic Government, which was blessed to the people of Bhutan by our beloved KINGS. PLEASE wake up , it is not too late.

If the pay proposal as covered by Kuensel is approved by the Parliament in the forthcoming session, then the ACC will have a bigger role to play because I can forsee that corruption cannot be curbed. When the income is not enough to feed their family members, then naturally, everyone will revert to corrupt practices. Good luck-ACC.

OOOH NOW I THINK OUR COUNTRY IS GOING FOR INEQUALITY. AND ITS VERY FUNNY AND HEIGHTS OF STUPIDITY FOR THE PAY COMMISSION TO PUT UP SUCH A PROPOSAL. PLEASE NEVER TREAT THE LOW LEVEL STAFFS AS COMMODITIES OR MACHINES AS THESE MACHINES AND COMMODITIES ALSO NEED TO BE TAKEN CAREOFF. ANYWAYS LETS SEE THE DEDICATION OF THE PARLIAMENT MEMBERS, LETS SEE WHO SPEAKS THE TRUTH WITH LOGIC.....
