"I just got lucky," said Dr Mani Kumar Rai who won by a landslide victory to become Samtse's councillor out of four contestants.
Over 41 percent of the votes cast went in favour of the former civil servant who had worked for the government for three decades before resigning in 2002.
At 58 he is the senior most candidate to be elected to the countryıs first National Council.
When he takes his seat in the council the veterinary doctor hopes to draw the attention of the government to issues that concern the people.
"I have always said to voters that the election is not as important as the responsibility that will come if one is elected," said Dr Rai.
